My approach to packing for a bicycle tour is to put stuff that I will be more likely to use in the front panniers, and other gear in the rear panniers. I also keep my raingear and other items I want to have quick access to in the front panniers. This is because the rear panniers are harder to access when I strap my sleeping bag and tent across them. I also try to leave some room in the front panniers for things like food that I might pick up during the day. I try to balance the panniers to have approximately the same weight on each side. I carry a small day pack for short walking trips, to hang food from trees (in bear country), and for mountain biking.
