many thanks to ARM for recently linking my “STATES” website to ARM’s (In
September 1998 Malcolm Turnbull’s helpers acknowledged my correspondence but
until current times further such correspondence simply seemed to vanish).
Second,
while knowing ARM-linking-STATES is not endorsement (and while
not-or-intending-to-be a member), I ask that
my republic-model be given consideration and included in ARM’s project “THE
PROCESS – What do you think?” as a sure, logical, inclusive and
understandable system for a “*Republic of
Still, as at Con-Con, ARM’s
“THE PROCESS” seems intent on providing

government’s question to Con-Con was “which republic model should be put to the
voters to consider against the current system of government”… A
system as against THE system… NOT “which way should a head-of-state be
elected”.
This (and ?? % more) Australian
voted “NO” to ARM’s non-existent “model”: “NO” to its presidential-head-of-state:…
It was impossible to vote FOR a republic or for the current system: This
pro-republic vote was spuriously claimed by Royalists.
To gain an Australian
republic with maximum support, replace only the monarchy and leave the Westminster
system be… In that regard Con-Con’s agenda suggested the head-of-state and the
leader-of-government may share power.
That’s what my “STATES”
republic suggests… Yet Con-Con totally ignored this agenda-suggestion in 1999…
The ARM should seriously consider it now.

Some of my correspondents say
STATES “leaves much to the imagination”… So let me explain in plain English…
For yes, STATES when proposing the monarchy is replaced by Australia’s states
in-turn, leaves heaps to be devised.
STATES establishes only the
source of the HoS… It annuls and replaces only the monarchy… Australia then has
and runs "the present constitutional system in republic format”…
And Australians decide upon all aspects of that republic.
STATES is Oz almost as Oz is
now… Its system is Westminster and thus Oz doesn’t have an executive HoS… It
can’t be a USA or the like… It replaces only the monarchy… Yet STATES it is
very much like Britain… Except that Oz states in-turn appoint the
(advocate-cum-)HoS… And Oz people elect the PM (sole leader).
That’s the basis of a
referendum which could explicitly put to the citizens of Oz “A Proposed Law: To alter the Constitution to
establish the Commonwealth of Australia as a republic with the Queen and
Governor-General being replaced by a federation Head-of-State appointed by
Australia’s states in-turn and continuation of the Westminster system of
parliament”. Do you approve this proposed alteration?
Not the Queen & G-G (and
the Westminster system) against a republic (and trust us… we have the idea which
we’ll work-out later) as in 1999.
Titles, appointments, duties
and all detail can, within the accepted guidelines, then be devised in earnest
and with confidence and put to a second referendum.
1999’s referendum NO result
was 55%:45% - 6:0 states - ARM now claims 95% wants a republic… Since 1999 I
have claimed 45% wanted a republic of any kind: 10% insisted on the monarchy:
45% wanted-NOT to forfeit Westminster and/or wanted-NOT to have an executive
HoS.
It is suggested that Oz
support for a republic like STATES would be huge; but not 45% + 45%... For it
is feared there is support for the HoS selection to be turned into an
adversarial political contest like our parliamentary elections.
ARM’s persistence with a president or HoS
and total lack of reference to any system causes me to ask ARM, for the public
record “Is our Westminster system forfeit within ARM’s pursuit of a republic
for Australia”.
Australia needs total
support for its future HoS: More support that we now, as a whole, give British
monarchy… I commend a STATES republic to all Australians.
