STATES” replaces Australia’s constitutional monarchy with an Australian federation-style head-of-state to be appointed by Australian states-in-turn

HEAD-of-STATE is ADVOCATE of Australia _ PROTECTOR of CONSTITUTION

PRIME MINISTER is head of parliament and LEADER of the Nation

Australia’s “STATES” governance would be a hybrid of Britain and France’s

 Unlike the USA or nations whose heads-of-state are executive presidents

 

“STATES defines-for-referendum the shell-only of a logical and secure Australian republic and allows constitutional detail to be decided before a second referendum”. (including ongoing amendment to Australia’s Constitution*   *as per Canberra’s 1998 Constitutional-Conference Communiqué)

No doubt exists Australians want a republic… Just what type of republic is the dilemma… STATES resolves that ongoing impasse.

In itself a perfectly valid system STATES allows Australians to view a republic-future as similar to the present and, in confidently adopting such a republic system, to simultaneously introduce a people-malleable constitution enabling future change.

For STATES is a people/states republic based on federation and the Commonwealth of Australia… Where state provision-in-turn of a head-of-state is qualification of each state’s reliance upon and deference to the other states within the republic…

Such a head-of-state would be representative of Australians as one and adequately replace yet reflect our current system.

Thus “Outlying States” retain the equality they, at federation, agreed to share with states of the “Golden Triangle”… Ensuring unity of people and purpose across Australia is retained.

Having that in mind STATES adopts the head-of-state with “Some executive power… There is both a Head of State and a leader of the government who share power (eg France)as suggested in Canberra’s 1998-Constitutional-Convention-agenda booklet.

Just as STATES enables Australians to relinquish the monarchy to become a republic based on solid and defined guidelines (detail to be devised) the avenue to constitutional change via the nation’s governments remains open to allow change to the constitution or for any configuration-of-republic to be considered in the future.

Anyone may submit a proposal to any government of Australia suggesting improvement-cum-change to the system or to the republic itself.

Conceivably an Australian monarchy could evolve, popular election may be adopted or outright dictatorship develop.

Realistically republic-Australia shall remain remotely positioned from all these… Whilst STATES as a starting point for a republic is ideal for Australia… For it is Australia almost as Australia is.

Simply, Australia’s people at an initial referendum vote to become a republic… Then at a second referendum approve how it shall be that Australia’s states-in-turn provide an Australian-born citizen as Australia’s head-of-state… Along with other necessary changes to the constitution.

Then further, in due course and at referendum, Australia’s people shall decide if change, and what change, ensues.                                         Yogi

Dear Jim,

First, many thanks to ARM for recently linking my “STATES” website to ARM’s (In September 1998 Malcolm Turnbull’s helpers acknowledged my correspondence but until current times further such correspondence simply seemed to vanish).

Second, while knowing ARM-linking-STATES is not endorsement (and while not-or-intending-to-be a member), I ask that my republic-model be given consideration and included in ARM’s project “THE PROCESS – What do you think?” as a sure, logical, inclusive and understandable system for a “*Republic of Australia”.

Still, as at Con-Con, ARM’s “THE PROCESS” seems intent on providing Australia with a (presidential)-*head-of-state… In 1999 republicans dis-enfranchised many when they offered a head-of-state only against our current Westminster system.

The government’s question to Con-Con was “which republic model should be put to the voters to consider against the current system of government”… A system as against THE system… NOT “which way should a head-of-state be elected”.

This (and ?? % more) Australian voted “NO” to ARM’s non-existent “model”: “NO” to its presidential-head-of-state:… It was impossible to vote FOR a republic or for the current system: This pro-republic vote was spuriously claimed by Royalists.

To gain an Australian republic with maximum support, replace only the monarchy and leave the Westminster system be… In that regard Con-Con’s agenda suggested the head-of-state and the leader-of-government may share power.

That’s what my “STATES” republic suggests… Yet Con-Con totally ignored this agenda-suggestion in 1999… The ARM should seriously consider it now.

Some of my correspondents say STATES “leaves much to the imagination”… So let me explain in plain English… For yes, STATES when proposing the monarchy is replaced by Australia’s states in-turn, leaves heaps to be devised.

STATES establishes only the source of the HoS… It annuls and replaces only the monarchy… Australia then has and runs "the present constitutional system in republic format”… And Australians decide upon all aspects of that republic.

STATES is Oz almost as Oz is now… Its system is Westminster and thus Oz doesn’t have an executive HoS… It can’t be a USA or the like… It replaces only the monarchy… Yet STATES it is very much like Britain… Except that Oz states in-turn appoint the (advocate-cum-)HoS… And Oz people elect the PM (sole leader).

That’s the basis of a referendum which could explicitly put to the citizens of Oz “A Proposed Law: To alter the Constitution to establish the Commonwealth of Australia as a republic with the Queen and Governor-General being replaced by a federation Head-of-State appointed by Australia’s states in-turn and continuation of the Westminster system of parliament”.  Do you approve this proposed alteration?

Not the Queen & G-G (and the Westminster system) against a republic (and trust us… we have the idea which we’ll work-out later) as in 1999.

Titles, appointments, duties and all detail can, within the accepted guidelines, then be devised in earnest and with confidence and put to a second referendum.

1999’s referendum NO result was 55%:45% - 6:0 states - ARM now claims 95% wants a republic… Since 1999 I have claimed 45% wanted a republic of any kind: 10% insisted on the monarchy: 45% wanted-NOT to forfeit Westminster and/or wanted-NOT to have an executive HoS.

It is suggested that Oz support for a republic like STATES would be huge; but not 45% + 45%... For it is feared there is support for the HoS selection to be turned into an adversarial political contest like our parliamentary elections.

ARM’s persistence with a president or HoS and total lack of reference to any system causes me to ask ARM, for the public record “Is our Westminster system forfeit within ARM’s pursuit of a republic for Australia”.

Australia needs total support for its future HoS: More support that we now, as a whole, give British monarchy… I commend a STATES republic to all Australians.

Should you perceive value in STATES or have interest in a republic for Australia you are asked to suggest this web-site to your family, friends, acquaintances, workmates etc.

Should you have an ability, motivation and/or whatever means to promote STATES in any way you are entreated so to do.

For if our Constitutional Monarchy is to be disenfranchised to become republic we should ensure an acceptable/alternate system is defined so as Australians know exactly where Australia is headed.

No political party, movement, organisation or other individual has had involvement in the conception, preparation or presentation of STATES and this writer, who wants that Australians throughout the nation should learn of this suggested republic, has *no hope of personally promoting it further.
