Even head-of-state selection methods may be devised after a STATES republic is approved.

5-year tenures... Prime minister is sole leader... Prime minister and head-of-state share executive powers... Head-of-state performs codified political duties, is ceremonial in circumstance and protector of the constitution... Each has the power of dismissal.

Republic founded on federation - NOT around a head-of-state

STATES forms a “Company” (monarchy) and appoints a “Managing Director” (Queen)

CON-CON proposed a “President” (Executive President)

A STATES republic is permanently subject to improvement via federal and all state parliaments’ agreement and, carrying federal and all state parliaments’ recommendation at referendum, being accepted by the people of Australia... Thus the following...

(1) Title of the “Highest-Office” position (2) Detail of heads-of-state appointment method (3) Title of the head-of-state (4) Powers of dismissal (5) Any other matters

                               ...can be devised in the knowledge that a republic has been approved at referendum, that the detail being devised must be within the guidelines accepted at referendum, it will be put to referendum and must accepted by the people of Australia.

STATES ensures all eligible Australian citizens throughout the world are equal in regard to appointing or becoming Australia’s head-of-state.

With the states constitutionally empowered to in-turn appoint the heads-of-state STATES allows thorough discussion and consensus on the format and all other aspects of the republic the nation adopts...

On the basis of federal and state governments’ recommendation and people’s referendum approval, that format may be altered as required.

 

Thus the calling of constitutional referenda becomes conditional upon similar circumstance and a current prime minister would not alone have that prerogative
