Précis of STATES - Thus to replace the Queen

Australia’s direct-electionist-republicans continue to call for an Australian to be elected by popular national ballot to replace the Queen as Australia’s head-of-state.

The Queen is not elected or appointed as Britain’s head-of-state but succeeds to the position as heir to the throne and head of British monarchy.

Which has for generations been, and still is, the SOURCE of British monarchy.

For years Australia’s republicans have sought a “model” to elect a head-of-state by direct election or similar means from Australia’s people as a whole, as a base, as the SOURCE of this necessarily continuous supply of heads-of-state… (When, and if, they succeed in this seemingly impossible quest they must not delay its application).

Meanwhile, with the current system in mind, all manner of nomination of individuals for the head-of-state position has been considered and found wanting; given concern that with the election of a “captain of industry”, a “true-believer” or the like our current system would in some way be adversely affected.

(And if Australia’s current system is to be victim of change to a republic there is a smorgasbord of past and present republic systems from which to choose).

Thus surely this decision should be made by and/or on behalf of the nation’s most “definable and acceptable Australian collective representation”… Its people.

Thus to replace the Queen – First replace the monarchy

Whereupon Australia’s six founding-cum-federation states, formally British colonies and founders of the nation as equals in 1901, stand out as the SOURCE to provide its heads-of-state… To provide those heads-of-state in-turn… So as to emulate, provide and perpetuate “Australia’s Current Constitutional Monarchy - In Republic Format”. 

The Parliament of the Commonwealth of Australia is to constitute a head-of-state selection forum, in the most bipartisan manner possible, to appoint each head-of-state upon each state’s turn to appoint and as per that state’s appointment method.

With the STATES position of “Highest-Office” replacing the Queen the position and title of Australia’s prime minister is slightly adjusted according to Canberra’s 1998 Constitutional Convention:  “Mode-B" - Some Executive Power – There is both a Head of State and a leader of the government who share power.”

First Define Our Head-of-State Source

 

Britain’s monarchy has sovereignty of our country and imparts two vital concepts for Australia

The first tangible: Royalty, the establishment, the family _ The SOURCE of our heads-of-state

The second automatic: A way-of-selecting successive heads-of-state _ A matter of inheritance

The second concept is what republicans seek-first _ But as yet find impossible to replicate

Australia should first identify the SOURCE of the heads-of-state of its republic

 

 

In its quest for sovereignty, or a path to a republic, Australia has spent years looking to elect a head-of-state from its people as the SOURCE of its heads-of-state _ Difficult indeed (to prescribe an equivalent of Britain’s head-of-state SOURCE) and nigh impossible unless Australia is to accept change from the system our nation has enjoyed since federation.

Yet easy in fact if Australia was to annul the monarchy only _ To appoint its heads-of-state from another SOURCE _ Whilst also deciding Australia’s current system would continue regarding all other aspects of Australian governance.

At this juncture Australia could simply decide upon its future republic at a YES/NO referendum ­­_ For with the SOURCE of its heads-of-state decided the method of selecting consecutive heads-of-state is simplified.

Likewise all other aspects of Australian governance may be determined after the SOURCE of the heads-of-state has been decided and agreed.

For the SOURCE of a head-of-state, not the head-of-state selection method, is the primary concept _ Else Australia will surrender the system it has known for a hundred years-or-so and become just another adversarial republic.

A SOURCE for the heads-of-state of an Australian republic may be ANY definable and acceptable Australian collective*representation (*a symbol that articulates and embodies the collective beliefs, sentiments, and values of a social group *Merriam-Webster).

Herewith - Australia’s current constitutional monarchy - In republic format - featuring as the heads-of-state SOURCE the six British colonies-cum-founders of Australia _ A “definable and acceptable Australian collective representation”.

And the states are a very worthy SOURCE of the heads-of-state of Australia as the states were indeed equals as the founders of the nation in 1901.

 

 

First… To become a republic

STATES suggests Australia becomes a republic of its people… The people of our six states as British colonies-cum-founders of an Australian nation in 1901 each to, in predetermined order, be the SOURCE of Australia’s heads-of-state.

A one-off national referendum to confirm Australia becoming a republic.

Second… To appoint heads-of-state

STATES suggests the parliament of the Commonwealth of Australia causes to be devised a bipartisan method-of-selection of a head-of-state from each state-in-turn and those methods are used by the Australian Parliament in recommending-in-turn each states’ head-of-state of Australia… Should any so devised method involve a ballot state-registered people only are to vote.

A national referendum (or comprehensive qualification of citizens’ approval – say bipartisan agreement by state and territories governments to qualify any such appointment by whatever Australian parliament) is then held to confirm the Australian Parliament’s bipartisan appointment of the head-of-state.

 

 

The basic structure of a STATES republic system (Australia’s states-in-turn providing the head-of-state) may be improved or amended at any time with the approval of the overall majority and a majority of the states _ At a national referendum.

Thus ANY “definable and acceptable Australian collective representation” or any “model” recommended by the 2004 Senate Inquiry, or other, remains forever possible.

Australia’s Current Constitutional Monarchy - In Republic Format

 

A Constitutional Convention and a Senate Inquiry re an Australian republic have shown

(1) Republicans call for direct-cum-popular national election of an Australian head-of-state

(2) Monarchy takes no part in Australian governance other than its sovereignty over same

This STATES model applies to those unrepresented Oz citizens who hold the middle-ground

                    Those citizens who want a republic and don’t insist on the monarchy

                                         Those citizens who want a republic but don’t insist on national election

 

 

Riveted-Royalists show no inclination of relinquishing British monarchy.

Radical-Republicans have offered nothing but hackneyed and rehashed ideas for a republic.

Antagonism will persist in Australia unless and until the matter is resolved.

Resolved means Australia as a nation agrees to a compromise.

Resolved means adjustment to our nation _ Yet minimal adjustment possible.

Resolved means riveted-Royalists (who insist on monarchy) and radical-Republicans (who insist on national election) are ignored as being hostile extremist minorities.

British monarchy is now the SOURCE… Australia’s head-of-state is the inheritance.

To become republic “STATES” suggests the SOURCE of our head-of-state (British monarchy) be replaced by Australia’s six founding colonies (its states) as a definable and acceptable Australian collective representation… From which heads-of-state may be derived.

Few similar “definable and acceptable Australian collective representation” exist in Australia.

 

 

Yet ANY such “collective representation” may become Australia’s head-of-state source.

Naturally the nation’s most “definable and acceptable Australian collective representation” is its people… Thus when (and if) the nation conjures a model for a republic, with its people as a whole as SOURCE of its head-of-state, it should be put to referendum without delay.

Meanwhile the “inheritance” of provision of the head-of-state by each of Australia’s states-in-turn is a comprehensive and entirely acceptable alternative to Australia’s current system.

      

 

Thus STATES replicates - Australia’s current constitutional monarch
