Go to KDE control centre (Regional and Accessability -- Keyboard shortcuts). Find `Popup Launch Menu' under the `Panel' section. Double click on `Popup Launch menu'. You can use the Windows key (now re-defined as F15 after following the instructions of the previous sub-subsection) as one of the shortcuts.
